Volvo Water Gauge - Misreading

The water gauge shows 21% when the water tank is empty - does anyone know how to adjust it or is it a problem with the sender?

I have taken down the ceiling panels and looked at the back of the head unit and there doesn't seem to be any adjustment.

It's most probaly the tank sender unit, gain accesss to the water tank remove the float switch and test the float switch with a multi meter on Ohms, Not sure which way round but with the float at low level measure across the unit possible low Ohms - Mid position a higher reading and this will increase to high level.
If you contact the the float switch manufacture they will advice the readings
