Volvo TAMD 22 105hp issue

Hi all,
Just bought a Merry Fisher (2000) 695 which should do 14knots plus but revs won’t go past 27000 under load which equates to max of 8knots.
She has been laid up over winter, I have to say the engine sounds very sweet so any ideas please as to why she can’t get up there, no issues with it not under load.

Check the easy things first .

Does full throttle on the lever result in full on the injection pump ?

Is the prop size correct ?

Next step is to look fot the turbo charge pressure .
 
It sounds like something is holding it back. As suggested, prop size is worth looking at, as is whether the turbo is working properly. But also drag can have quite an effect, how clean is the hull? Also weight - is the boat heavily loaded?

The TAMD 22 is a revvy little engine (I think it's a marinised 2.0 litre Peugeot diesel) that revs out to 4,500rpm but it's not especially torquey for a 7 metre boat, so it wouldn't take a lot to defeat it. If it won't push the boat up to enough speed to get the turbo spinning then it's never going to create enough power to get it onto the plane.

It’s now fixed, the boat had been laying up for awhile so I removed the turbo, the air intake was very clean but exhaust side was well rusted up so I carefully chipped away the rust until the fan spun freely and bobs your uncle, underload she goes straight upto 38000revs
 
Great news, well done! Max revs on that engine (rather strangely, as it's usually a fixed number) is 4,000 - 4,500rpm if I remember correctly, so you're not far off.
