Best removed and replaced. Don't muck about with risers, they can knacker your engine.

If you must...then at least remove the riser and rod it through completely so as to ensure good water flow. Then have a welder dab a blob of weld on the offending area. Check the lands (gasket faces) that the gaskets seal against for plenty of non-corroded metal and if good, then replace the gasket befor boting it back on. Hope this helps.

Think your probably talking about the long aluminium tube which runs down under the back of the engine and into the back of the transom shield for the drive.
Had a similar problem with mine so fitted the proper vp repair kit for this problem which is a plastic extender sleeve that fits inside and outside the aluminium pipe together with some nasty glue to seal it in place. It effectively gets rid of the bare aluminium at the top of the tube and extends its length so providing something for the gaitor to seal on to. Worked fine and seems a good fix for the innevitably with time corroded end. Cost about £20.
If your problem is at the (cast iron on mine) elbow where the exhaust and raw water mixes then different problem.
