The rectangular plate with the post on it, is the wastegate flap. If should be free to turn. They regularly get gummed-up and seize.

Try to turn it. If it is seized, you will need to remove the exhaust elbow and get it freed up with some carb cleaner.

Without it connected, or indeed with it connected and seized, you can over-boost the engine, potentially causing damage.

It could be that the rod has been disconnected because the wastegate is seized. Looking at the state of the turbo it might be worth having a look at that as well.

thank you I will try and loosen it tomorrow. The engine can rev high sometimes with just a little touch of the throttle.
 
All loosened up and reattached. Freed it up with some cleaner and WD40 and a bit of a wiggle. Good stuff. Check it every year. Also, check the exhaust elbow every year to make sure it's not starting to get blocked, because this causes back-pressure which spits salt water back into the heat exchanger, which corrodes the heat exchanger.
