Check the glow plugs and that they are being energised.

I think a leak off of 20ml after 60 secs cranking is within tolerances.

My steps for this would be:
1. Check heater plugs are working. I don't know that engine, but a lot (most?) have them wired in series so, if one dies, it'll take down the others
2. Clean starter and battery terminals - the engine needs lots of nice healthy amps to turn over fast, and it doesn't take a lot of corrosion to make cold starts harder
3. Compression test
4. Get injectors serviced
