I have a problem in the Volvo engine Penta 310 d6, is to start the engine when the lever control in the development of N (Neutral position) and be the rotational speed of the engine 1500 RPM and when you move a lever control forward position (F) decreases the rotational speed of the engine to the 600 cycle, and the boat is not moving forward because there is no clutch with Gearbox , The lever control only controls the number of engine cycles only.
Please, I want to know why and how the solution.

Hi Munzer and welcome to the forum. The first thing I would try is a recalibration of the lever.
 
On my throttle there's a button 'throttle only' see it below. If I press this, engine won't go in gear and it revs to maximum 1500rpm. Maybe your button has fault and has enables this mode by mistake.

Do you think that maybe there is a problem in the main control card (the computer's engine)? Or that the problem is caused by mechanics.

What happened when you recalibrated the lever?
 
we started the engine when the lever control at the N (Neutral position) be the rotational speed of the engine 1500 RPM and when we move a lever control forward position (F) the rotational speed of the engine decreases to the 600 cycle, and the boat is not moving forward because there is no clutch with Gearbox.

While it is supposed that when we start the engine at the N (Neutral position) that the rotation speed is 500 rpm and when we move it to the situation F should happen to an increase in the number of engine cycles and interlock with Gearbox
