I have a Volvo Penta 270 stern drive that I'm currently trying to re-con and I'm having trouble removing the steering arm/h-frame from the transom shield.

I have removed the clamping bolt from the steeirng arm but the h-frame does not want to move, is this because I'm missing a circlip hidden somewhere or is it likely that it's just seized?

I'm a bit reluctant to wack it too much with it being cast I may do more damage than good.

Any help or suggestions would be very much apreciated!

I removed my 280's a couple of years ago and assume they are similar.
From memory, they get stuck because of the nylon bushes and old grease around them. The shaft is hollow so don't hit it from the top as you will damage it. Work from outside the boat and use two wooden wedges. Place one either side of the shaft, between the shield and steering yolk and a few gentle taps should get it moving.

I attempted to remove the steering yokes on my 280's over several winter lay ups and not getting very far. However this is how I did it in the end. Of course with the leg and the steering helmet removed I placed a steel rod through the empty holes on the yoke (same diameter as the holes), I then placed a length of angle iron across the bottom of the transom shield with a piece of ply just to protect the shield and then used a large g clamp over the rod and under the angle iron, tightened it to put downward tension on the steering yoke. It took one thump with the hammer using a large brass drift on the spindle of the yoke inside the boat and out popped the steering yoke. I had spent ages trying to get that far, spraying WD40 on the bearings, you name I tried it but it really end up being that simple and the same happened on the other out drive. So I hope this makes sense to you and is of some help.
