Volvo neutral switch problem

Volvo D9 with EVC B. I originally had the ZF305 gearbox with electric shift and controls and changed out for new ZF305 non electric shift (cable) gearbox . Volvo tech installed volvo throttle adapter( cable to potentiometer). The engine will only rev to 2000 rpm instead of 2500 rpm. Tech came back and tried to do throttle calibration to no avail still only 2000 rpm. He thinks the neutral lock out switch preventing full revs so he cuts neutral lock out plug off and puts in a manual toggle switch to activate the neutral but it doesn`t do anything. If the switch is engaged the green neutral light still is on small evc control panel. Tried various auto config and calibrations to no avail. So what has the tech missed? is there another harness or something on laptop that has to to be done to remove the neutral lock out switch as I am mechanical cable gearbox now. I am sure there are many volvo D series engines that are mated to a mechanical shift gearbox. I know it`s something probably simple he is missing and I am calling out for some help. I can`t afford paying thousands of dollars for another 2 days of doing same thing over and over with no fix. All replies will be greatly appreciated.
