A mate of mine has just bought a Mirror Offshore with a Volvo MD1. The engine starts first time and runs well at tick-over but will not accelerate, even out of gear, and out of the water. He has drained and cleaned fuel tank, changed fuel filters, put new fuel in etc. so the fuel supply is OK. He has also cleaned air filter. Throttle control is OK. Any ideas on what is wrong? Must it be the fuel pump that is faulty?

I would think there must be a problem in the linkage between the throttle lever, governer and injection pump. The injection pump has a lever which has to engage in the governer mechanism, it is possible to put the pump back in out of engagement. You could take off the timing cover and see if the control rack moves when you operate the throttle, and the injection pump is easy to take out and could be taken to a diesel specialist to be checked, as long as you are very careful not to destroy the gaskets and refit the same number of gaskets as are on now you shouldn't lose the injection angle adjustment. It sounds to me as if something has broken in the throttle rack or governer to pump linkage, unless someone has had it to bits and not put it back together properly. I remember there is a roller or some small bit which just locates on the pump and makes the connection between the pump and governer, it tends to fall off and drop in the sump or bilge if you aren't expecting it there - perhaps it is missing?
Good luck!

Make sure the Exhaust Elbow bend, where the cooling water is injected into the exhaust is clear. If blocked could will cause this problem. Check this first before checking fuel pumps & Injectors. I had this on my perkins Perama, had the injectors and Fuel pump overhauled before discovering the choked elbow - could have saved myself £200! Good Luck.
