Why does it refuse to start sometimes usually if left for 1 week or more, And it seems to occur after useing the boat and then leaving it. As soon as I put a new set of plugs in or clean and dry the excisting plugs it fires up straight away.
compression pressure is 185 psi with no more than 5% variation between the 4 cylinders timeing and points gap are ok. It has a new dissy cap and leads. However the engine does burn a bit of oil.

Assuming you mean your plugs are wet with petrol then it sounds like its flooding.

Some ideas could be use less/no choke (at least initially), check the float level in the carb and check/replace the carb float chamber needle valve (if it is not seating it could be allowing the level to rise when cranking and then flooding the engine) and the float itself for free movement.
 
If you pump the throttle twice before starting and then have them out of gear but throttles slight ly forward they should start much easier.

My AQ115 took a lot of turning over before starting if left for a week. It was down to the petrol in the carbs evapourating, now I've fitted a hand primer in the fuel line to fill the carbs before starting, it starts instantly even after a couple of months.
 
I've had this problem with mine, I fully agree with Dom as that is the way mine starts however it might be prudent to check the Diaphrams on the carbs if they are even minutely damage, cracked, worn, change them.
