Today I discovered a missing impeller blade, and on advice removed the rubber muff on the sea water input end of the heat exchanger to retrieve the blade. I was rather surprised to find that when the rubber muff was removed, that engine coolant came out! I'm told that this is normal, but is this correct?

I looked at the service manual, and it appears from the picture there that the rubber muff holds in place the heat exchanger "insert", and so perhaps the coolant comes out of the small gap around the insert where is slots into the heat exchanger?

Any advice appreciated.

Yes that's correct. The rubber end covers make the outer seal on the heat exchanger housing and the heat exchanger element. there is no other seal between the element and the housing.

Perhaps THIS DIAGRAM makes it clearer than your manual
 
My experience is that if you remove part 7 on Vic's drawing, the bits can be removed through the opening with a pair of long nosed pliers. This is simple and you don't interfere with the engine coolant but only the seawater in the system if there is any.
