Starter on my Volvo Penta 2001 has a problem. Just re installed the engine after winter rebuild. Starter is now not turning over. The solinoid is engaging correctly but the startermotor is not turning. Am i missing something ?

Plenty of Battry power and all connections have been cleaned up

borrowed another starter and thats the same so it's not that

Any Ideas

You need to volt drop the solenoid cable and main cable to ensure that you have good connections. You also need to volt drop the earth connection too, which is often forgotten! Assuming that these check out okay and you have a starter motor that you know to be working, have you tried turning you engine over by hand?
 
give starter a tap/or clout, usually caused by sticky/worn brush, if all the system is fine my bet would be the brushes.

Not clear if you rebuilt the engine or boat!! (re installed engine after rebuild)
still I would put a 16mm spanner on the crank shaft pulley nut and turn the engine over to confirm it turns over properly (obviously make sure everything is off and turn it over slowly to prevent it starting).
If it doesn't move or is really stiff - you might have a seized engine.
If it turns over ok, and the starter motor is still fitted, carefully bridge the solenoid with a old screwdriver - you should get lots of sparks and the start motor will turn.
now try it again on the engine starter button - if it still clicks and nothing happens - it indicates a faulty starter solenoid contact (then dismantle the solenoid and clean the contacts and all should be well)

For all who gave valuble input

turned out to be faulty negative return cable, Continuity OK but pulling Cranking amps caused it to fail.

replaced and all OK
