I have seen advertised 'Lightmaster Software' versions, promoted by the RYA.

Is there any simulator available for Apple Mac OS X 10.6.8 ?

... and even better, one that simulates an ICOM DSC radio?

I have the RYA's VHF SRC Course app, which runs fine on 10.11, and gives you a structured trip through the SRC course using the simulated VHF, but it's not a completely free simulation—you have to work with the scenarios offered, e.g. DSC calling, Pan-Pan etc. It records what you "transmit" and then lets you listen & compare to a correct transcript. Possibly not quite what you're after, but seems to cover the SRC course OK.

There's the ones used in the (free) GMDSS course at http://www.egmdss.com/en/gmdss-simulators

Unlike the course itself, the simulators are not free, they're €12.99 a month to access. I believe they are browser based, so should work on any OS. Haven't used them myself, as I had to do the RYA course anyways to get the certificate, and the RYA software includes the guided radio simulation that weustace mentioned.

A few years ago when I did my SRC I found two free simulators, but they were both Windows only and neither of them worked very well, so not worth digging up the links.

I have a copy of the Lightmaster software from my days as an SRC instructor. I wasnt wildly impressed by it even then. What do you want it for? If you just want to play with your transmitter to learn how to use it then an alternative would be a dummy load which replaces your aerial and simply absorbs the signal so it doesnt get radiated. You might be able to get a second hand one fairly cheaply from a ham radio shop.
