Varnish recommendations.

Brought home the inflatable for a winter clean up and the plywood floors need re-varnishing. They do seem to be underwater a lot of the time as the dingies drain is above floor level and I don't have a cover. Is any varnish better suited?

IMHO, no varnish on its own is going to protect them in that situation.

I used le tonkinois on the new slats I made for my Zodiac, but the water still got in, but it wasn't marine ply, so it probably didn't stand a chance.

If it's worth the effort - cost-benefit analysis needed here! - I think the surest way to protect 'em would be to soak 'em in epoxy - maybe even add a layer of glass cloth, then put a few coats of le tonkinois or another tung oil based varnish to protect the epoxy from UV.
