Using paint-stripper & repainting boot-top?

GRP hull has an old gloss go-fast stripe 20mm above the waterline, which has got a buildup of thick but partly flaked paint in a now wobbly line over the original manufacturer's stripe. I need to remove all of this (so I can mask, prime and paint crisply again) but hand-scraping and sanding is proving to be fiddly time-intensive nightmare, risking damaging the gel-coat above. What would a professional do? Can I mask and use paint-stripper?

Also, when I repaint, I want to bring this line down right down to meet the antifouling, as the existing exposed white gelcoat strip between the boot-top and the go-fast stripe always rapidly fouls and despite polishing has become pretty stained. What paint should I use for this? Is there any difference between using gloss or boot-top paint?

For a boot-top you can use a hard scrubbable antifouling. International Trilux for example is an attractive choice because it is available in small tins
