using my dinghy on the river?

I have both inflatable and fibreglass dinghies with outboards for my sailing boat. Am i allowed to use them on a river or do i have to buy some sort of licence. I am thinking more about the opportunity to test them having serviced the outboards, rather than having to travel 100 miles to the coast. What are the rules please?
