I have just been reading a series of posts on the Cruisers Forum detailing problems in insuring boats over 40 years old, in the USA & Canada. Their premium levels also look to be 2-3X Uk premiums. I appreciate the geographic location of the USA eg hurricanes etc may explain higher premiums but that would not explain older boats being very hard to insure even at high premium rates. Is there a developing reluctance to insure older boats here?

I went through this a few years ago regarding boating in BC and there were plenty of Westerly's of uncertain age and brokers willing to insure them. It was more bother deregistering a Part 1 boat and registering with the equivalent to our SSR due to my UK nationality.

Here is a list of some of the brokers in BC who could confirm or deny what you are asking. Why not give one or more a call

I live in the UK but was wondering if there is a growing reluctance to insure old boats here.

I realised you live in the UK but you gave the impression you were looking at insurance cover for a boat you were going to buy and sail in the USA or Canada. If so your UK insurer might be giving you the Get lost Quote. :) In my case Canadian insurance on a Canadian boat was cheaper than here.
