Underwater primer

Hi!
I have a surplus of underwater primer I used on my boat prior to anti fouling.
I want to repost the none slip on my decks, I intend to abrade and then prime and apply several coats of non slip paint.
Could I use the surplus underwater primer on my deck?

If it's primocon, their data sheet says not to use above the waterline.
