We use a phone with unlimited data as a hotspot, works well as long as there's a reasonable cell signal (we get full 5G in our home marina).W

I haven't had a TV aerial, house or boat, for over 25 years - and I watch plenty of telly. As other have said put your effort into decent wifi. I fitted my device 5 years ago so no point recommending it. This looks good but I've no experience of it.
There is a glomex version available but they are trading on their name and adding boat tax IMO.

I bet devices like that would struggle nowadays since (stronger) analogue TV was switched off more than 10 years ago.I used a portable circle aerial that had a battery to boost the signal, it was very effective on my boat, but that was over 10 years ago and I no longer use it, if you can find something similar that might work for you, search Amazon.

You need to use an app on your internet connected TV. Often these apps are free for standard resolution free to view stuff.If the OP wants to watch Freeview channels, many I believe aren't on the internet, so the mifi / router option wouldn't work, unless I'm missing something.
It did work fine with digital tv, only some channels dropped due to a weak signal, but most worked fine including the main TV channels, if I remember correctly, it was best not to retune the tv in a weak signal area. Just checked the freeview APP on my tablet, not all are available to stream over the internet, but maybe there are other APPS that can. Anyway it really depends on what the OP wants to watch and then assess the best option at a reasonable price. In France I use molotov.tv. I pay the extra (4 euros a month) to get full hd, pause, record, replay etc plus a few more non Freeview channels..
There are also apps for example from TF1 which gives you access to a fair number of channels as well which is free.
If your TV is not internet capable and you cannot download apps (i.e. it is too old), you can get an external android based box (about 50 euros I believe) you can use to do this.
At home I have a couple of TCL Google TVs which are very good. Particularly if you take into account the very competitive prices. These connect to the internet via ethernet or wifi. I use ethernet on one, and wifi on the other (so nothing but the power cable to connect up).
I have no arial, no fibre optic internet connection, no adsl, no wired telephone.
Everything goes through Starlink (I was quoted 40K+ for getting fibre).
Which is why we use Starlink.But if he gets a shit signal a poxy portable won’t work , he needs to measure the down load speeds.
