What was meant to happen in the first place. Tow it and impound it, get his fleet off the river. How much money has the EA and two councils wasted achieving absolutely nothing and why isn't the EA protecting the river from pollution? Why is no one protecting his tenants(victims)? After recent events(Grenfell), the presence of a floating fire risk full of pot smokers and drunks moored up to a busy shopping centre should be treated as a priority, surely?
