Hi
I've just fitted a new Tohatsu 9.8hp outboard to my 16ft Arran.
If I let go of the steering the boat pulls to the right
I've noticed that the small trim tab on the outboard is pointing about 30 deg towards the left and not in the straight ahead position.Will this cause the boat to pull to the right?

You are correct. Aadjust the tab until the boat goes in a straight line, or as desired.

Having the tab dead centre will cause the boat to turn, as it is really designed to counteract the effect of propwalk. You should find that the ideal position is slightly to one side.
