Treating a Lead Keel

We have a boat that is new to us with a lead keel which has small bumps in it like measles and antifouling lashed over the top.
What is the correct practice to treat it correctly for long-lasting good quality finish?

Thanks for your help.

Strip and sand off all the existing antifoul, then you can see what is causing the bumps. Could be just very poor preparation last time it was done.
