I am planning to go to the Black Sea via the Rhine/Rhine-Danube Canal/Danube. Is this journey now feasible and if so, what official qualifications are necessary. Is there one that will be accepted by all the countries I would have to pass by. And would a simple SSR card be sufficient.

Can't help you myself, but I noticed a recent posting on another sailing board HERE by Bill Cooper, who apparently is planning to take a party of yachts through next year. It would be worth contacting him for advice. He is author of "Back Door to Byzantium" probably the best available guide to this route and the various formalities.

I did this a couple of years ago in a 24' motor sailer - going through France, Luxembourg, Germany, Austria, Slovakia, Croatia, Serbia, Bulgaria and Romania and thence to Istanbul. Parambala now in Greek Islands.
Great trip with very few problems.

Written a report to PBO, but have not had a reply from them yet.

Will send you my log

Have you looked Les Horn's "Through Europe at Four Knots" (International Marine/McGraw-Hill, ISBN 0-07-136137-5)?

Interesting reading. At least I would wait a few years until the Balkan countries will get their house in decent order and the charts are reliable.
