I bank with part of HSBC, first direct, and they have introduced a travel insurance and free, fee, money out of hole in the wall in Europe.
This insurance is aim at people who are citizens but not necessaryily resident of UK.
I think from memory this is called "first directory" and is viewable on their website at www.firstdirect.co.uk It costs about £7 pm but that is well and truly covered by the costs of getting the old dosh out of the hole.

Difference is that you travel from "home" whereas I travel from wherever we are currently working. At the moment we are in West Malaysia for an unknown period of time. I tried to get travel insurance for an expat doing the sort of journeys we are doing and it was a great deal of dosh to get anything. This one seems to be written for expats when you read all the small print.
for example it quotes "home" as where you are currently living / working.
