Trailing to Geneva

A mate of mine has just got a sports boat and is considering trailing it down through France to the French side of Lake Geneva.

Are there any rules regarding skipper qualifications, insurance etc for the lake or a godd website with info.

I assume he'll be wise enough to check up on towing through France but any advise here would be interesting too.

he also has a risk of VAT being demanded in France unless he has the original VAT document with him (if he has one-otherwise he might get stuffed). Think about car/trailer breakdown too, or that can be very expensive.
I guess he ll need proof of comptence in the form of ICC. Possible the lake has additional demands.

Thanks, it's any additional stuff the lake requires I'm looking for.

For instance, is it classified as an inland waterway and so the ICC should have a CEVNI endorsment?
