Trafalgar Union flag

The picture in today's papers of the last surviving union flag to be flown at Trafalgar shows that the bands are absolutely symetrical, without the modern broad and narrow bands denoting its orientation.

Was this a mistake, or has the design been changed sometime after 1805?
 
I heard something about the unequal bands being added after the enemy took a fort somewhere (possibly the North West frontier) & pretended it was still in British hands.So that would make it 1840 I think.
 
I could think of better ways to spend £384,000

I respect your opinion, but I think that it is a fascinating, unique and irreplaceable relic from one of our greatest battles and worth the asking price.
