Just slogging through collregs in Yachmaster© theory; there is a bit in rule 1 which says that special rules shall confirm as closely as possible to the collregs. Do you think that this does?

With the small boat channel being to the west of the harbour mouth it is difficult to see any other way of doing it. Where it is necessary to cross the main channel this is done at 90 degrees.

I think that taking into account existing local rules, it is about as near as you are going to get.

But why not take the North-bound small boats across the main channel at Campers and then South to North past the dockyard? That avoids one lot of small boats crossing the path of the other lot and keeps everyone to the Starboard side of the channels.
