Details are still quite sketchy as to what happened, but it appears to have capsized just outside the breakwater.

...Mark Criddle, coxswain of Torbay's RNLI lifeboat, said crews arrived on scene and found a 16ft speedboat upside down with a girl trapped in it.
"We located the girl and brought her onboard the lifeboat where she was immediately given first aid by a doctor and paramedic who were members of the lifeboat crew."
Mr Criddle added the three other people on board the boat had been rescued by other craft in the harbour.
"We took the girl back to shore where she was handed into the care of paramedics who took her to hospital."
"The three other people who had been aboard the overturned speedboat were also taken to hospital after being treated at the lifeboat station."

Seems it happened just outside Brixham Harbour around midday yesterday. Unfortunately with an ESE wind it would have been calm in the harbour but pretty bumpy outside. Very sad.
 
I didn't see the waters in the Bay yesterday as I was working, but the sea off of Dawlish was pretty lively and not really a day for family pleasure on the water IMHO. Visibility wasn't great either with low lying mist surrounding most of the hills & Dartmoor and as John said very different when you get outside the harbour at Brixham. That bit of water can get quite lumpy for small boats anyway as the swell is reflected along and off the breakwater. I guess when you've travelled some way on holiday, the temptation to go out regardless is pretty strong and suspect as it happened so close to the harbour that inexperience could have been a factor? Tragic outcome. :(

Some jet skiers on the scene were involved with the rescue of the three survivors from the 16' mobo.
The fatality was trapped under the capsized mobo, and brought ashore by the lifeboat.
According to the local press, as well as the mobo, the police have taken away two of the jet skis for examination/investigation.

The jetski's were only taken away and examined for completeness of investigation - police have confirm they're not looking at a collision. Boat hit a freak wake in less than ideal conditions and overturned. The girl who sadly died was trapped by her lifejacket which was snagged on the boat. Very, very unlucky. :(
