I have two boxes built into my "armchair" under the arm rests which have offered themselves up for tool storage.

I would like to make cut-out inserts in the shape of each tool (e.g. plier shaped for pliers etc.) and would welcome suggestions on a suitable material for hot wire or Dremel cutting.

A high density foam or other amorphous material is what I seek. I suppose mdf would do the trick but I don't like the dust.

I guess you can cut what you like with a Dremel but be careful about what you cut with a hot wire. Polystrene is safe but other foams are likely to produce toxic fumes.
 
Wow.. that's conscientious. Wish I had the time for that. You do realise that you'll drop the pliers overboard the day you complete it and not be able to find another pair that fit the hole. And then next season you'll buy equipment which makes you decide you need three spax screwdrivers for which you haven't made a hole.

+1. Also, this kind of "assassin's rifle" stowage takes up a lot more space than just putting the tools loose in a toolbox.

Polyethylene foam is what you want. The proper stuff is called tool control foam and is two tone so as to leave a shadow effect when tool is missing. Its pricey though. Most foam shops will be able to sort you out. A cheap source is camping sleeping roll mats. It can be cut with a stanley knife so no need for hot wires or dremels. Polyethylene foam is oil and water resistant so won't be degraded by tool and oily hands.
There are literally hundreds of videos on you tube about tool box foam.

Find someone who works in IT and ask them. Every time I unpack components they are surrounded by the stuff you seek and we bin the lot (well, pay to have it recycled at least...). IT people are also useful for bags of "do not eat" for camera enthusiasts as well as cardboard boxes for moving house. We ask very little in return for these trinkets :)
