Noticed ‘oil’ dripping from air intake of carb. Took off the crankcase breather tube while the engine was running - it was spewing oil and ?water!!??!!

Is this a head gasket failure? Might explain my idling problem too.

Any thoughts welcome. Thanks.

Yes, almost certainly. Possibly due to overheating at some point in the past.

Or...perhaps more obvious....and excuse me for assuming the worst...it was stored or transported on its “wrong side”. These wee 4 strokes need to be stored or transported on a certain side, or they leak oil and all sorts. Apologies if I’m assuming the obvious.

That might explain oil dripping from the air intake but not spewing from the crankcase breather and certainly not water
 
It would actually, in some cases. Residual water could have ran in through exhaust valves. Jet skis have a similar issue if tipped upside down. That’s why they need to be righted in only one direction. When engine isn’t running there is no exhaust pressure to stop it, should the engine be tilted a certain way.
Perhaps more likely that the cylinder head has fried though
