Tohatsu 3.5HP 2 stroke wont pull start.

We have a 2nd outboard came with the boat, it has been used but do prefer my Mariner 3.5 2 stroke so it has sat in the shed , anyway got it out today threw out the fuel put in new fuel took the plug out cleaned it up and went to pull start it and the pull cable wont shift, so took the top off and unscrewed the pull start mech, I can see what is meant to turn but it seems solid. Lifted the outboard out the water bin in neutral the prop turns freely engaged in gear it is solid

Does the panel have any advice please.
 
Remove pull starter, take spark plug out, put oil in cylinder covering piston, leave 24 hours and put spanner on crankshaft: it will probably turn, waggle back and forwards a few times then refit pull starter and WITHOUT PLUG IN pull cord many times to expel oil through plug hole and exhaust.

Then put in clean plug and fresh fuel with a double (ie 25:1 running in) two stroke oil ratio and try to start. It will be VERY smoky at first. Do not use for any critical purpose until you have given it a good long run back and forward off the beach/river to make sure it is OK.

Ideally you should dismantle the powerhead and look at the bore/rings, but mostly the above is OK. Did this to an old one of mine and it ran well again for years.
