Today at Osborne bay

So we took a trip down to Osborne bay and anchored up for lunch. We clearly weren't the only ones with that idea judging by the large number of other boats there.

But what's the deal with the buoyed off area nearest to the beach? I saw a couple of boats drift past the buoys and some dude with a megaphone told them to eff off as it was a restricted area. Later in the afternoon a medium sized mobo rocked up and went into the "restricted area". Chummy with the megaphone did his usual but the mobo completely ignored him, anchored up and proceeded to start playing quite loud music whilst the passengers went for a swim.

I couldn't decide whether the mobo was being a tw_t or whether to laugh at his completely ignoring megaphone man and doing his own thing.
 
Possible reason, as posted on the RYA Balanced Seas pages;-

Osborne Bay (dRA 17): Now being considered as a possible Reference Area to protect the seagrass beds, which are considered by Natural England to be the best in the area. The latest Reference Area boundary directly coincides with most of the anchoring area used extensively by the leisure boating community. Update: An alternative Reference Area east of Osborne Bay has been proposed, called Kings Quay, where anchoring restrictions are likely to be recommended. Whether there is a need for any further protection of the seagrass beds for the whole shore line from Osborne Bay – Ryde has not yet been agreed.

This seems to make sense. I think I heard megaphone man mention something about a "conservation area" at some point.

What's the deal, are Natural England trying to completely ban all anchoring?
 
Do Natural England have any powers to stop people from Anchoring? There are no LNTM's in force about this matter.

+1 Where is the advice telling us?
If its just Natural England trying to be the bully then for once good on the motor boat.

Next we will know some granny in her house in Totland will do the same and who ever does not like boats in Alum Bay.

I would loved to of buoyed off the creek I used to sail from and stop boats going through. Particularly Ribs breaking the 4 knot speed limit, by about 20 knots ignoring all the bye-laws in place...

Maybe I should of bought a few buoys and a mega phone?
 
Another thought. I don't know where the buoyed off area is exactly, but since its appearance coincides with the opening of the beach to the public, could it be intended to protect those swimming from the beach from boat movements?
 
The beach has just been opened to paying visitors to Osborne house but remains private with no landing down to the low water mark. I would guess that the buoys are to preserve this. Kings Quay is to the east and not actually part of Osborne Bay. If you read the linked document it actually says that Kings Quay is suggested as an alternative because Osborne Bay is used extensively as an anchorage so it seems they decided against placing restrictions there.

So legally, is there any reason a boat can't anchor up in the "restricted" area? I didn't see any HM launch turn up to give the mobo a rollocking. Megaphone man simply gave up and everyone got on with their lives.

I see a assessment document not an approval?

If the correct process is not followed I wonder which bay will be next?
