Thats what I noticed. While it is perfectly possible for the wind to veer all the way round from SE to NE depending on movement of pressure systems I thought it was unlikely, in particular the local (Whitby) BBC weather online just gives it backing from SE to NE during the same period.

Big difference to sea conditions at Whitby.

If wind veers SE to NE it would be reasonable to expect that the wind would spend a fair proportion of the day blowing off the land providing a calm sea close inshore. However if the wind backs SE to NE sea conditions will steadily deteriorate throughout the day making life difficult for anyone who happened to venture in a 16 footer based on the forecast given.

Time will tell if the forecast given is correct. Will observe and report.
