Thinners from the various manufacturers have a numerical designation. I suppose it is too much to expect that say no2 from x is compatible with no2 from y?

If not, is there a table available that correlates the nos from the different makers?

I am asking because I have a selection to hand, but Primocon is requesting it be thinned with International No3 which I do not have.

Thinners No3 should be readily available. I've got far more than I need, but the chandlers didn't have small tins. Different brands should be the same. I had the option of buying Hempel, but the paint-tin packaging didn't suit me.
