thin gel coat

working on my pals boat and we noticed that the gel coat was very thin at the join between the transome and hull. Looks like it had been painted by a previous owner, but that to has worn thin. the grp is exposed but shiny and smoothe in a thin strip alond the outside angle of the join.

is this a problem?

Will UV degrade the lay-up?

What remedial action could/should be taken< if any?
 
if it's thin to the extent that you are beginning to see the mat i'd be tempted to re-gel, after all it's hardly rocket science - altho' until last week i thought it was - moisture can find its way in at thin points and this can lead to other probs i imagine - i suppose a 2 pack paint or epoxy would help but would be just as easy to re-gel - as a novice on grp work myself i willingly stand and welcome to be corrected
