Thats a clamp ring that bolts to the back of the bellhousing by the looks. The big O ring is silly money by itself!
Those bolts don't thread into the ring so I'd say the corrosion has got hold and its borderline as to wether it would be watertight.....99p is cheap tho!
If anyone wants to go to the time to take the leg to bits surely they would want a new o ring ??????????????????????

Only 13 months old, 7 months salt water and 3 fresh water.2 dry.
I reckon it would just about last a month in salt water or maybe 2 in fresh, but then it is Zinc so wouldn't be a lot of use.
Could paint with hammerite and maybe last 5 weeks.
Bargain if you calculate pro rata cost of brand new anode.

Yep, and your boat won't sink (directly at least) because of a bust wind generator....now that clamp ring@99p.....wonder if "fitting an impossibly cheapo bit off eBay that subsequently caused my boat to sink" is an insured risk...hmm?
