I like the idea of the electric fence but surely you'll get issues with galvanic corrosion, injuries to protected birds etc.
I was a bit worried about the slight reference linking, but not linking, the pirates with extremists.
Surely the mere hint of "pirates not thought linked to extremists" will cause headlines along the lines of "Is Al Qaeda behing pirating in Mallaca straits"!

I was attacked and robbed by pirates in the Gulf of Aden - see my web site. It was a sobering experience. Far more dangerous area than the Malacca straights these days.

Most attacks on small boats are the same as muggings in big cities - oppertunistic.

There is no doubt that many attacks on large merchant ships, where all the crew are killed and the ship taken are well corordinated and organised.

Extreamist groups are perfectly caperble of this sort or piracy in order to raise funds for their activities.
