Wow you've dragged an old post back. I assume you mean keel not keep.
I don't see why you couldn't use it at low speed as the waterproof skin is not compromised. It will be out of shape and may be difficult to steer but useable in an emergency or the short term. Obviously you need to repair it as soon as you can to get the shape back in the boat hull.
