Probably one for Teddington_lock (and yes, I did try Googling it), but does anyone know why, at around 9am, an air raid siren can be heard?

The large store of Chlorine kept at Hampton Waterworks has been causing concern amongst local residents. The deadly "WW1 poison gas" is used to treat the public water supply and large quantites are stored at the Hampton Site.

Thames Water, who leaflet each household within a half mile radius of the store every two years, say that their strict safety procedures make a Chlorine escape unikely. Despite this leafletting, many local residents do not know about the Chlorine Store or what action to take if the warning siren sounds.

In case of an industrial accident or leakage the specific safety procedures for local residents, agreed with Richmond Council and the Health and Safety Executive, should be followed. These are now available on Hampton Online.

The Chorine is regularly transported to Hampton by road. Areas within the half mile cachement area include: Hampton Junior School, Hampton Library, Linden Hall, and the new housing development at the Village Green.

Notice from Thames water Plc: CONTROL OF INDUSTRIAL MAJOR ACCIDENT HAZARDS (STATUTORY INSTRUMENT 1984 NO.1902)

This information has been prepared in collaboration with Richmond upon Thames London Borough and the Health and Safety Executive The purpose of this Notice is to comply with Regulations requiring us to inform people in the vicinity of Hampton Water Treatment Works of its activity, associated hazards, and what to do in an emergency. The Notice has been issued by Thames Water Utilities Ltd in respect of:

SITE ACTIVITY

The treatment of potable water for public supply.

HAZARDOUS SUBSTANCES

CHLORINE: This is a toxic non flammable gas, two and a half times heavier than air, which is stored under pressure as a liquid. If released the liquid will evaporate to a gas which will eventually disperse. It has a distinctive smell associated with bleach or swimming pools. Chlorine is an irritant gas causing a stinging or burning sensation of the eyes nose and throat, sneezing and coughing and, in high concentration, will damage the lungs. Its toxic properties are dependent on the concentration and period of exposure.


SITE SAFETY SYSTEMS

The chlorine installation at Hampton, has been designed and built to the latest rigorous standards, including those recommended by the Health and Safety Executive, and is carefully and regularly maintained. It is equipped with automatic sensors which can detect low levels of chlorine and which automatically raise alarms to initiate shut down of equipment. The installation and our procedures are regularly reviewed internally and Statutory Reports submitted to the Health and Safety Executive, who also carry out their own inspections.

EMERGENCY PLANS

The site has 24 hour cover from employees trained to react promptly to emergencies. The required Emergency Plans are laid down in Works procedures and are linked to off site emergency procedures involving the Public Emergency Services (Police, Fire and Ambulance).

EMERGENCY WARNING

In the unlikely event of a major accident which could cause a potential hazard to those outside the site a distinctive siren used exclusively for this purpose will be sounded.

To enable you to recognise this warning it will be sounded for up to 16 seconds every Tuesday morning at 9am.


On hearing the warning you should:-

· Immediately go indoors, close all windows and doors.

· turn off any ventilation fans and heating systems.

· If possible go to an upper floor of the building.

· obey any instructions you may receive or hear from the Emergency Services.

· stay tuned in to radio - information may be given by News Flashes, if necessary. Tune to Capital Radio on 95.8 metres FM, 1548 AM.

· stay indoors until you are told it is safe to go outside.

PLEASE DO NOT TELEPHONE THE EMERGENCY SERVICES UNLESS YOU HAVE A SEPARATE EMERGENCY - YOU COULD JAM VITAL SWITCHBOARDS


NOTE:Those parents with children at school in the immediate area are assured that all children in school will be cared for by school staff until the emergency is over.


ACTION YOU SHOULD TAKE ON HEARING THE EMERGENCY IS OVER

This will be advised to you by the Emergency Services or by radio or T.V. newsflash. You will be told when it is safe for you to go outside or to obtain fresh air by opening windows and doors.

In the unlikely event of any person needing medical attention they should either consult their own General Practitioner or if necessary dial 999 for an ambulance. Casualties should be kept calm and warm in fresh air.
