They look to me like the local fleet returning from a day's racing. So presumably they know the area, are used to the conditions, and are skilled in handling their boats. Not the sort of thing I would want to try on my first visit in a more sedate cruising boat.
Just so. And therefore not likely to be equipped with sea anchors, stormsails, extra rations etc. for riding out a gale at sea.
