sunken boat at pier

one of the boats that sink in the high winds.
Sad thing is that the bloke that owns it thinks the harbour authoritys thats responsible for it.
He stood on the pier and watched it sink, said he was to busy to pump it out as he was waking his dog.
there was 800 ltr of fuel on board when it went down.

Its houton the pier, thats in the scapa flow,
I don't know if this boat was insured.
