Sun Pier Gillingham access problems

Moored up there Sunday to escape the rain hammering down, noticed a jet boat leaving the pier as we approached, turns out they do medway tours from there.
Anyway up to the top of the access ramp and theres a huge chain and padlock, getting around is no problem if you are not to knackered!
No water available either also electric towers need some sort of key/card to operate.
None of the above is the end of the world, but seems strange its all there bit you cant use it.
Wife fell asleep as usual, but came alive when I told her there was approx 30 swans milling around:D
Water is quite shallow either side of the pier so advise you come straight in and not at an angle

The fairly accurate scuttlebutt about Sun Pier at Chatham is that the council have not coughed up the money to pay various contractors who refurbished and reinstalled pier.
No public liability insurance hence no public access.
Been going for months.no sign of early resolution either .

Padlock and chain courtesy of local marine engineering firm owed rather a lot of dough:)
 
Ah that kind of makes sense, its a pity as its pretty well finished and quite smart on the pontoons
I wonder how the jet boat boys are doing it then if someone got injured on the pier/access ramp?
