Stuff behind the rubbing streak

Around my Fairline Holiday between the hull and superstructure is a rubber protection strip but behind this, it is packed with a a type of filling that is now coming loose.

Does anyone know what this stuff is and where i can can get some more to fill in the bits that are falling out ?? /forums/images/graemlins/confused.gif

It looks like some type of putty or filler - any ideas chaps /forums/images/graemlins/confused.gif

Rather than trying to use back a similar putty or filler (which might be rather stiff, ie not flexible), it might be better to just fill the holes / gaps with a flexible adhesive sealant like Sikaflex or 5200.
