Sounds electrical to me, there is a blow type fuse located on the starter motor cable, check that there is a feed from it to the slightlty smaller red cable from it, its a white plastic looking fuse you cannot reset it just renew it.

Could also be a fault in the wiring loom for the trim system there is also a relay from the trim/tilt switch could be that thats blown as well, check that all gauges etc are working, check the trips on the black box on top of the engine, make a general check on all the wiring loom around the starter motor.

Try jiggling the wiring at the 2 relays on the side of the trim pump. They suffer from corrosion and sometimes fall off.

I agree it sounds electrical. I would check the 55A fuse on the red cable from the starter motor connection, them remove the relays on the pump assembly to check free for corrosion or if they are still there!! (mentioned already by DV), whilst the relays are off you could check you have battery voltage at pin 87, this is direct from the battery so you do not have to switch any of the trim controls. Pin 30 is the out put to the pump, the up relay cable is the black/white one and the down is green/white. If this all seems OK next to the by-pass and lift stop relays normally situated near the throttle controls, check for corrosion etc. I hope this is of some help!!
Let us know how you got on or not and we will carry on from here.
