Strange GRP tender

A dinghy has turned up on our beach full of items such as a bike , oars & several bits of gardenware, wood etc
The circumstances are somewhat unusual & the person who left it had been rescued in the river Blackwater off Bradwell
He has since disappeared - or at least it is not known where he went or when he is returning
One might be led to ask if it was infact his in the first place
has anyone lost a white clinker pattern dinghy. the rowlocks are unusual in that there is a bolt through the top to prevent the oars coming out
It is currently on the beach infront of Stone SC

weebly allows you to set up a website and drag and drop photos into there in moments. I don't even send attachments any more, but drop all the photos I need to send onto a page, with text between or around them as needed, and then send a link. It's really easy.

Have you told the coastguard and the river bailiff? sounds a bit weird to me.
