I am contemplating getting an outboard for my tender as ive moved my Contessa 26 to a mooring. 4 stroke is the only option really and im thinking of the Suzuki 2.5hp due to lightness. Storage ashore should be fine but onboard im not sure what to do as I do not have an appropriate stern rail to sit it on a bracket nor is anything on the transom an option due to my windpilot. So most likely location would be in the lazarette with blocks and some rope to lash it down to try and keep it vaguely vertical. is this a feasible solution from the perspective of (a) fire safety and (b) not flooding the cylinders with oil.

I think the Suzuki can be stored horizontal, port side down - see operating manual ( it needs to go in a car boot at the end of the day otherwise it's useless ;-)) my Mercury 6hp 4-Stroke can be stored on it's side and has markings to indicate which way up. When I leave the boat it often goes on it's side in a cockpit locker. I would imagine the Suzuki is the same and the prop needs to be kept lower than the motor to stop oil leaking out AFAIK ....

+1. It's what I do, and after 4 years of doing it not a sign of oil leaking into the locker.

Mainbrace in Alderney have a new Tohatsu 3.3 2-stroke for sale. I didn't see a 2.5 when I was there. It HAS to be worth visit. £530 ish is a n attractive price compared to 4-strokes too.

Also on a mooring I store mine in the heads in a bucket - upright. (Same bucket as I use for slop out when engine's on the bracket)

As you will be buying outside the EU, you will have to declare it on your return - meaning as it is illegal in the EU it will be confiscated. Of course if you do not mind being a criminal you might choose to ignore the law.
