the ball valve on the toilet outlet on my boat is quite stiff is it safe to lubricate the "ball" with some type of lubricant to see if I can free it up a bit?
 
It could be about to die
I had problem with mine & it had dezincification & collapsed when i tried to disconnect the hose.
It seems heads outlet suffers the most from this
On another valve i stripped it & cleaned it with acid . This seemed to get it working ok
 
It is probably a buildup of crud around the ball through lack of use. Difficult to shift, although I have just freed two by squirting WD 40 up from the outside and working the lever back and forward to break up the stickiness.

Dezincification is a worry. Why would anyone use brass for a seacock?
