Stern Gland Packing

It's my first time re-packing the stern gland which I took it apart this afternoon. I already had pre-cut rings of new packing ready to go. On undoing the packing nut, and removal of the shaft - I found no packing material, even after digging around. Is this normal? The nut illustrated has a rubber washer inside it. I also show a photo of the stern gland incase a forumite my recognises my system. Could the old packing have worn to nothing? Is this a packing-less system? Any suggestions welcome as I am not really sure what to do now.


PS Excuse my bilges but I am rebuilding the cockpit so hence all the rubbish.

PPS stern greaser not connected as it has been moved during cockpit rebuild, but she does have a greaser so you know.
 
It sounds as though a previous owner has replaced the original packing with an O-ring. I would pull the O-ring out and insert as many rings of packing as you can get in. Don't forget to offset the joints in the rings.

I think that there is rubber 0-seal set in both the nut and in the shaft. I tried hooking it out before, but did not try that hard as I did not know what I was dealing with and thought that maybe it is meant to have rubber.
