steering to leg stiff

hi all looking for some advice on my steering it's been left over from witer in my mothers drive anyway i went to turn it from left to right and it turns to port side but i found it major hassle to get it to other side. i think the cable going to steering is needing oiled badly anyone any idea? if this is a hard job and if it's easier to just oil in place ??? help? any advice appreciated.
p.s it's a fjord cruiser with normal steering wheel with the big cable coming out of it along the inside of the boat connected to an arm then like a small hydraulic looking arm and then the steering rod for the sterndrive.
any idea?
can i unscrew it from the sort of steering pole it goes into and also from above the engine? does anyone have experience with how they actually work inside the cable. if i could understand how they work i might have an idea how to fix it?

the only time I have had seized steering it wouldn't go either way. Basically took a nut off the cable end of the bit at the sterndrive and used WD40 and spray grease combined with moving the wheel and a bit of time. If it goes one way but not the other cable and wheel probably ok, try and have a look to see if there is a bit that should slide into another bit but won't. If there is then clean it with WD40 and a rag (seen this on an outboard). Sorry I am being a bit vague!

I had the problem with a volvo stern drive steering & found that the bushes in the leg had siezed i had to strip it down you could try WD40 on it first hope this helps good luck.
