Steel keels

Do we really have to use expensive primers to treat bare steelwork? I've seen red or grey oxide paint used on a number of bilge keelers, although I wonder if the chemicals might conflict with antifoul, or whatever goes on top. Any thoughts?

I own a Kingfisher 20 TWIN Keeler, both keels are steel I give them two coats of red oxide and two coats of antifoul and have no problems
